- A Site Manager is appointed by mutual agreement between the Project Manager and Construction Department.
- Considering the importance of some decisions to be taken early at Project start-up, it is essential that the Site Manager be appointed early and that he should be present (event partly) in the Project Management Team shortly after mobilization of the team. The Site Manager reports to the Project Manager.
- DUTIES AND RESPONSIBILITIES
- At Site, he acts as the client representative for all relationships with local authorities, client, partners, subcontractors or vendors for matters linked to Site activities.
- At the beginning of his assignment he receives from the Project Manager relevant power & authority to assume his responsibilities: power of attorney, bank operations, expenditure powerHe has the overall responsibility for managing all site activities, in compliance with clients rules, procedures, project management documents and obligations (targets, milestones) and the
- instructions received from the Project Manager. He is in charge of the relationships between the jobsite and the Home Office through the Project Manager.
- At site, he manages and gives instructions to all personnel and is responsible for:
- Safety, health, environment and security
- Quality management
- Construction activities
- Subcontract administration
- Construction budget & cost control
- Construction scheduling and planning / progress reporting
- Field engineering
- Site logistic and material management
- Site supervision staffing & administration, Business &TSF operations
- Pre-commissioning, commissioning, start-up and handover
- Industrial relations & interfaces with local authorities
- MAIN TASKS
- To fulfil his duties and responsibilities the SITE MANAGER have to take all necessary actions, in compliance with Law (including local laws in force); HSE, Risk and quality policies; Health and safety, quality, security, social, ethics and environmental charters; Project policies and instructions from management. This includes the following tasks (non exhaustive list):
- The Site Manager is directly responsible to perform the following tasks:
- a. General
- He ensures the complete process / loop of the construct ability program, with the support of the Home Office Construction Department.
- He organizes the jobsite.
- He participates to the kick off meetings with the client and with the subcontractors to state and clarify the site organization and policy.
- He maintains relations with the client at site, as delegated by the Project Manager.
- He organizes, if necessary and with the support of the Project Manager & HO Construction Department, task forces for specific goals: safety pool, plant turn-over team, test pack (line pressure test) team, etc.
- He organizes internal audits.
- He communicates within the site organization the importance of client satisfaction as well as legal and statutory requirements.
- He ensures timely emission of feedbacks to Project Feedback Base (PFB) coordinator from Home Office Construction Department all along the project.
- He reports to project manager.
- Safety, health, environment and security
- He chairs the site HSE&S committee,
- He assesses regularly the HSE performance analyzing the HSE indicators, the list of casualties and the near miss cases.- In case of major incident/accident, he participates to the investigation kick-off and close-out meetings and follow the implementation of corrective actions, and he supports the incident notification by the Site HSE Manager.
- He monitors implementation of the security plan for the project.
- He controls the implementation of effective security measures and procedures in conjunction with project policies.
- He monitors security situation in conjunction with client and subcontractors.
- He chairs the Site Security Meetings.
- c. Quality management
- He assesses regularly the Quality performance analysing the Quality indicators.
- He approves the issue of the non-conformities reports and requests special quality meetings for the resolution of repetitive situations.
- In case of major quality failure on site, he supports the incident notification by the Site Quality Manager.
- d. Construction activities
- He assesses the work carried out.
- He coordinates construction efforts with project control manager, field engineer manager, material manager, HSE manager & quality manager, as well as client representatives on the job-site.
- He provides guidance, assistance and advice to the jobsite team on all construction matters.
- e. Site subcontract administration
- He authorizes change orders, controlling they are contractually due and evaluated at minimum costs.
