Job Description

Fluor Consultants BV is focused on developing long term relationships with customers in revamping, debottlenecking and expanding the production capacity of their existing facilities in the Process Industry in the Southwest of the Netherlands.

The Bergen op Zoom, Rotterdam and Stein offices provide the full project execution services:
from conceptual engineering through commissioning and construction support.

For our HSE Engineering team we are looking for an experienced and motivated HSE Engineer to strengthen our team.

As Technical HSE Design Engineer, you will be responsible for the correct execution of the scope of activities related to technical design safety and authority engineering on assigned project(s) during the engineering/design phase.

These include preparation of overall protection (HSE) philosophy, conceptual design of HSE systems such as passive and active fire protection, integration of HSE aspects in overall plant design, coordination / preparation of HSE related authority documents (e.g.

Safety Case, Environmental Permit Application), facilitation of HSE reviews, execution of HSE studies and monitoring and verification of implementation of study results in the overall plant design.

You report to the HSE Design Lead or directly to the Project Engineering Manager as well as the HSE Design Department Manager.

You are not only technically inclined, but you also keep control over the HSE Design scope for small to mid-sized projects by monitoring schedules, man-hours and materials ensuring that your team delivers according to the project requirements.

You are result oriented to the detail level while at the same time keeping an overview of all your (teams) activities.

You are flexible and you can easily adapt to the growing and changing environment of the projects of today and tomorrow.

Working in a multi-cultural environment is nothing new for you and you are experienced in working in a multi-office type of execution.

Having to liaison with multiple parties on project, you are an excellent communicator and are highly proficient in written and oral communication.


To be Considered Candidates:
Must be authorized to work in the country where the position is located. Basic Job Requirements

  • Technical MSc or BSc (e.g. Chemical Engineering) or equivalent;
  • Approximately years of relevant working experience in the oil, gas and petrochemical industry.
Offshore experience is considered valuable.

  • Strong working knowledge and the ability to provide guidance/direction in Process Safety, Loss
Prevention and Quantitative Risk Assessments.

  • Experience in generating design stage HSE philosophy documents and safety assessments such as:
  • HAZID
  • Hazardous Area Classification
  • Safety critical equipment identification
  • Fire protection design drawings (P&IDs, PFDs, demand analysis, passive fire protection layout)
  • Fire and Gas detection design
  • Fluent in English. Dutch and / or German would be of added value.
Other Job Requirements

  • Project design execution experience with an engineering and construction firm during design
engineering phases of a capital projects.

  • Worldwide mobility for business trips;
  • Strong interpersonal skills, good technical writing skills and good communication skills are a must.
Preferred Qualifications

  • Experience with HAZOP/SIL requirements and facilitation skills
  • Experience with noise mapping, QRA, dispersion modelling, explosion overpressure studies, human
factor engineering and other HSE design studies

  • Experience with Phast and Pipenet or other hydraulic modelling tools.
