IMS_BI_ KNOW-NET-COMPET_2025_01

The Instituto Superior de Estatística e Gestão da Informação of the Universidade Nova de Lisboa - NOVA Information Management School (NOVA IMS) is opening a call for the award of 2 (two) research scholarships in Data Science, for master's students or Non-Degree Course students, under the Regulations for Research Grants of the Foundation for Science and Technology (FCT, I.P.), and the Statute of the Research Fellow (EBI).

The scholarships with the reference IMS_BI_ KNOW-NET-COMPET_2025_01, within the scope of the project "Embedded Knowledge and Networks: Complexity in Antitrust Collusion Mitigation (KNOW-NET-COMPET)", running at NOVA IMS, are supported by revenues from the aforementioned project, financed by the Foundation for Science and Technology I.P.

Who can apply for this call:

To apply for the Master Research Scholarship it is necessary to:

• Have a degree in Physics, Applied Mathematics, Data Science, Computer Engineering, or related fields;
• Have solid knowledge of Programming, Data Analysis, and Modeling;
• Knowledge in Artificial Intelligence;
• Be enrolled in a master's program, preferably in the Master's in Data Science and Advanced Analytics (NOVA IMS) or related fields.

Work plan and goals to achieve

The project "Embedded Knowledge and Networks: Complexity in Antitrust Collusion Mitigation (KNOW-NET-COMPET)" aims to map and study competitive markets to aid in the identification of irregularities associated with market manipulation. To that end, the Project will use methods from Network Analysis and Deep Learning to present a prototype that can be used by market supervising entities.

In this project, the roles and objectives of each Fellow will be:

• Collection and analysis of data concerning the economic activities of Portuguese firms in the context of public procurement;
• Literature Review;
• Inference of the network structure stemming from the competitive relationships;
• Characterization of the market structure using advanced network analysis methods;
• Apply Graph Representation Learning to aid in the prediction of likely competitive relationships;
• Production of a Master Thesis and Scientific Paper.

Compliance with ethical standards and responsibility are considered fundamental to the position.

Applicable Legislation and Regulations

The call is governed by the present Opening Notice, by the FCT Research Grant Regulations, approved by Regulation No. 950/2019, published in the II Series of the Diário da República of December 16, 2019, and by the approved Research Fellow Statute by Law nº. 40/2004, of August 18, in the current wording, and by other applicable national and community legislation.

Workplace

The work will be developed at the facilities of NOVA Information Management School (NOVA IMS), Campus de Campolide, 1070-312 Lisboa, Portugal, under the scientific supervision of Professor Dr. Flávio L. Pinheiro.

Type and Duration of Scholarships

Research grants for master's degree is intended to finance the carrying out, by the fellow, of research activities leading to obtaining the academic master's degree in Portuguese universities.

The scholarships will have an estimated duration of 9 months, according to the activity plan and the project's end date, under the num. 2 and paragraph a) of num. 4 of article 6th of FCT I. P Research Grants Regulation. nº 950/2019.

Amount of monthly maintenance allowance

The amount of the scholarship corresponds to €1.040,98, according to the table of monthly maintenance allowances in the Research Scholarship Regulations of FCT I.P.

The monthly payment will be made by bank transfer.

The scholarship may also include other components, under the terms set out in article 18 of the RBI and in the amounts provided for in its Annex II.

All scholarship holders benefit from personal accident insurance for research activities, supported by Nova Information Management School (NOVA IMS).

Application Admissibility Requirements

It is essential, under penalty of non-admission to the Call, to attach the following documents to the application:

• Certificates of qualification of the academic degrees held, specifying the final classification and, if possible, the classifications obtained in all subjects taken, or, alternatively, the candidate's declaration of honor on how (s)he completed the bachelor's degree by the end of the application deadline;
• Registration of recognition of academic degrees awarded by foreign higher education institutions and registration of the respective final classification conversion to the Portuguese classification scale, or, alternatively, the candidate's declaration of honor on how he obtained the recognition of the foreign degree equivalent to a bachelor's degree until the end of the application period;
• Proof of Master's enrolment in Information Management/Information Systems/Data Science.

Important notes for candidates with diplomas issued by foreign higher education institutions:

• Candidates with diplomas issued by foreign higher education institutions can apply and will be evaluated using the same criteria as candidates with diplomas issued by Portuguese institutions, if they present, in their application, proof of recognition of academic degrees and the conversion of final classification for the Portuguese classification scale under the terms of the applicable legislation.
• Candidates with foreign degrees who do not show proof of conversion from the final classification to the Portuguese classification scale will be evaluated with the minimum classification (0 points) in sub criterion A1.
• In any case, scholarship contracts with candidates with diplomas issued by foreign institutions will only be concluded upon presentation of proof of recognition of academic degrees and conversion of the final classification, as stated above.
• Candidates whose application is assessed with a final rating of less than (50) points are not eligible for scholarship.

NOVA IMS reserves the right not to award the proposed scholarship if candidates do not meet the requirements indicated in this notice.

The assessment panel of the candidates consists of the following elements:

The selection panel will assess applications in accordance with the evaluation criteria contained in this Call for Proposals, considering the elements of evaluation.

All the members of the jury, including the Chair, make a commitment to respect a set of responsibilities essential to the evaluation process, such as the duties of impartiality, the declaration of any potential conflict of interest situations and confidentiality. At all times during the evaluation process, confidentiality is fully protected and ensured to guarantee the independence of all opinions produced.

Form of publicity / notification of results

The results of the evaluation are communicated via e-mail to the e-mail address used by the applicant for the application.

Deadlines and procedures for prior hearing, complaint, and appeal

After communicating the provisional list of the results of the evaluation, the candidates have a period of 10 working days to, willingly, express themselves in the pre-hearing of interested parties, in accordance with Articles 121 and following of the Code of Administrative Procedure.

The final decision shall be given after the analysis of the statements presented at the prior hearing of interested parties. A claim may be lodged within 15 working days or, alternatively, an appeal may be lodged within 30 working days, both counted from their notification. Applicants who choose to submit a complaint must address their statement to the members of the Selection Jury. Applicants who choose to appeal must address the appeal to the Selection Jury.
