DescriptionThe Joint Analysis and Lessons Learned Centre (JALLC) is NATO's Centre dedicated to support Alliance-wide implementation and sustainment of NATO's lesson learned (LL) policy and to improve NATO's ability to operate and adapt, through LL analysis, training, advising and assessment activities enabling the establishment of effective lessons learned capabilities across NATO.
The Manager (Information Management) is responsible for the planning, development and maintenance of an efficient and effective Information and Knowledge Management (IKM) system which includes the functional administration and delivery of training on IKM tools.
The Manager is also responsible for capturing, designing, and maintaining a representation of JALLC business processes to support user requirements and continuous improvement.
Principal Duties:Contributes to the establishment and maintenance of the Information Management (IM) Plan and implements the IM Plan on behalf of the IKM senior official.Guides and advises on the management of information processes across the JALLC to identify IM needs.Monitors IM tools, provides regular reports on service provision against agreed service levels, and recommends improvements to business processes and IM tools.Coordinates and contributes to IKM education and awareness programs for all JALLC personnel.Deploys and maintains the JALLC IM systems and tools, adapting to changing environments.Ensures information/knowledge resources are efficiently managed through their life-cycle.Applies modelling techniques to design and maintain representations of JALLC business processes.Maintains awareness of developments in IKM, process management, collaboration tools, and technology.Essential Qualifications / Experience:Higher Secondary education and intermediate vocational training leading to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post-related experience.Two to Four years of experience in Information and Knowledge Management standards, policies, and information systems technologies.Knowledge and experience in Data/Information life-cycle.Experience in defining, documenting, and carrying out small projects.Knowledge in business process management and business process model notation techniques.Language:English – SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience:Previous Staff experience at HQ, Joint Command, NATO HQ or MOD.Experience in business process management.Experience in business process model notation.Completion of relevant NATO courses.Attributes/Competencies:Achievement, Analytical Thinking, Clarity and Accuracy, Conceptual Thinking, Empathy, Flexibility, Impact and Influence, Initiative, Organizational Awareness, Teamwork.Managerial Responsibilities:The Information Manager works under general direction within a clear framework of accountability and has no subordinates.
Plans own work to meet given objectives and processes.
Professional Contacts:The Information Manager has considerable contact with JALLC staff at all levels and will regularly make professional contact with others inside and outside the organization.
Contribution To Objectives:The effective handling of information is key for decision making, the Lessons Learned process, and analysis effort.
Security ClearanceThe successful applicant will be required to apply for and receive a COSMIC TOP SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
ContractServing NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
Newly recruited staff will be offered a three-year definite duration contract.
