Offer DescriptionCOMPETITION FOR RECRUITMENT OF A SENIOR RESEARCHER
1 – Title SENIOR RESEARCHER In accordance with:
deliberation of the Board of Directors of LNEC, I.P., of 2025-03-14,no. 2 of article 132 of Decree-Law of Budget execution (DLEO) 2025,articles 17, 19 and 28 of the Scientific Employment Regulation, Regulation no. 607-A/2017 as amended and republished by Regulation no. 1083/2023, published in the 2nd. Series of the Official Gazette, dated 12 October 2023,an external call of international selection is launched for recruitment, under a contractual tie of indefinite-term employment in public functions, of a Senior Researcher in the scientific field of Information Systems integrated in the permanent staff of LNEC.
This notice has been prepared in compliance with article 24 (1) of Decree-Law no. 124/99 and with the Institutional Support Competition Procedure – FCT-TENURE 1st edition (articles 17, 19 and 28 of the Scientific Employment Regulation - REC).
3 – Financing source The competition is launched under the contract-program for funding the hiring under an indefinite-term contract for the scientific research career, as per the provisions of article 137 of the 2024 State Budget Law, and the application to the Program FCT-Tenure, 1st. edition, with the reference 2023. 12335. TENURE.031.
4 – Nature of the competition The competition consists of the assessment of the curriculum vitae, the scientific work of the candidate(s), as well as the report of activities developed by the candidates, as per article 11 (2) of Decree-Law 124/99.
5 – Functional content The senior researcher shall be responsible for carrying out, on a regular basis, apart from the research and development activities established in article 5 (2) of Decree-Law no. 124/99, other scientific and technical activities integrated in the competences of this National Laboratory.
The senior researcher will be an integral part of a collaborative team and will be responsible for conducting research to enhance the reliability, validity, and overall quality of data used in computational models and retrieved from the monitoring systems. The primary aim is to develop innovative methodologies and techniques to ensure the quality and trustworthiness of data sources, particularly in scenarios where data may be noisy, incomplete, or subject to various forms of uncertainty across the several intervention areas of LNEC.
The successful candidate will be responsible for exploring cutting-edge techniques in data preprocessing, feature engineering and anomaly detection to improve data quality and reliability. This includes developing and implementing data validation and verification procedures to identify and mitigate potential errors or biases in data collection, storage, and processing pipelines. Additionally, the senior researcher will develop AI models that can adapt to dynamic and evolving data environments, incorporating mechanisms for robustness, fairness and transparency.
The outcomes of the research will be applied to the various areas. For instance, in Computational Hydraulics and Environment, the selected candidate will work on enhancing the reliability of data collected from various sources such as river flow sensors, rainfall gauges, and hydraulic models used to simulate water-related climate changes. In Structural and Geotechnical Engineering, the focus can also be on ensuring the reliability of structural health monitoring data from sensors installed on bridges, buildings, dams, and tunnels. The candidate will employ AI techniques to detect structural anomalies, predict maintenance needs, and optimize inspection schedules to ensure the safety and longevity of critical infrastructures. In a generic way, the candidate will address challenges related to data reliability in monitoring networks that can affect simulation models or related control systems.
Collaboration with multidisciplinary teams will be essential, as the research conducted will intersect with various scientific areas and engineering disciplines. The candidate will have the opportunity to collaborate closely with researchers and practitioners in each engineering domain to address common challenges and develop innovative solutions. At the same time, he/she will be responsible for the development of different level training courses, from basic to advanced, in data science to promote the widespread use of the state-of-the-art techniques and to promote the interconnections between the various researchers at LNEC.
Furthermore, establishing robust partnerships and collaborations within the broader research community will be essential. The candidate will cultivate relationships with relevant stakeholders in industry and public institutions to identify emerging trends and challenges in data quality and AI applications. This collaborative approach will not only enhance the quality and relevance of research conducted but also foster knowledge exchange and facilitate the translation of research findings into practical applications. Actively seeking opportunities to participate in national and international research initiatives and consortia will also be encouraged to expand the reach and impact of the candidate's research. Finally, the candidate is expected to disseminate research outcomes through presentations at conferences and publications in peer-reviewed journals to contribute to the advancement of knowledge in these areas.

Preferential conditions The candidates should possess a strong background in data science, machine learning, or in a related field, with expertise in monitoring data reliability, quality assurance, and AI modelling techniques. Proficiency in programming languages such as Python or MATLAB is essential, along with experience working with large-scale datasets (extended database knowledge and experience) and machine learning libraries/frameworks. Strong analytical and problem-solving skills are required, along with the ability to communicate complex concepts effectively to both technical and non-technical audiences.
The quality of the past research in particular during Ph.D. stage, as well as the publication and project participation record, will be differentiating factors along with experience in working/developing research in the scope of multidisciplinary teams.
ADDITIONAL INFO The base remuneration, if not entitled to a higher one, corresponds to levels 61 and 62 of TRU (€ 3,950.17 or € 2,633.45, respectively), depending on whether the functions are carried out under exclusive dedication or on a full-time basis.
The working conditions and the social benefits are the ones generally in force for Public Servants working under an indefinite-duration contract in public functions.
14 – Eligibility criteria The candidates must state the scientific area in which they are integrated. As per the provisions of article 24 (2.j) of Decree-Law no. 124/99, and as refers to the candidates holding a degree in a scientific area different from the one included in the present notice, their applications will be admitted if the candidates produce evidence that, at the time of application, they have requested the Scientific Board of this National Laboratory to either consider their degree, for the purposes of this competition, as qualification in a scientific field related to Information Systems or to consider the time of service provided in a certain scientific area as service provided in a related scientific field.
The jury is entitled to require to the former service or organization where the candidate(s) has(have) carried out or still carry out functions, or to the very candidate(s), the professional or academic information deemed as relevant.

16 – Selection process and criteria In accordance with article 11 (2) of Decree-Law no. 124/99, the competition for Principal researcher consists of the assessment of the candidate's curriculum vitae and scientific work, with a view to assess the absolute merit.
The approval of the candidates in absolute merit shall depend on the verification of the requirements established in the aforementioned Decree-Law and on the appraisal by the Jury of the curricular information submitted. In the following dimensions of evaluation, emphasis shall be put on the curricular aspects related with the scientific field established in the present notice.
Approved on absolute merit is the candidate who is approved by an absolute majority of the voting jury members. The vote must be favorable whenever the jury member has attributed a score equal to or higher than 50, according to the methodology described below.
1. Assessment of absolute merit:
The evaluation of the candidates is focused on the following dimensions: scientific merit, studies, reports and expert assessments, valorization and transfer of the scientific and technical knowledge, and management of the scientific activity.
The dimension Scientific Merit (VMC)focus on:
Coordination or participation in scientific programs and projects, creation or strengthening of scientific infrastructures, within the scope of the strategic instruments of the scientific activity of LNEC.Supervision of trainees, grant holders, masters' students and doctoral students, as well as scientific coordination of post-doctoral studies on subjects compatible with the scientific fields of LNEC.Scientific publications.Delivery of lectures and presentation of papers to congresses and scientific symposia.Recognition by the scientific community, namely by awards or distinctions.Development of products, systems, patents or industrial prototypes.The dimension Studies and Opinions (VEP) focus on:

Management of science and technology units.Participation in units for the coordination and management of the scientific activity (ex.: Scientific Council).Evaluation of research programmes and projects.Preparation and submission of applications to research projects and study proposals.Participation in committees and work groups within the scope of the scientific management activity.Participation in competition juries.Each member of the jury evaluates the candidates by assigning a score to each dimension, on a scale of 0 to 100 points, taking into account the approved criteria for each dimension.
Final score:
The Score (S) given to each candidate by each member of the jury is calculated using the following Formula, which reflects the weights associated to each dimension:
S = 0,35 VMC + 0,35 VEP + 0,20 VTCCT + 0,10 VGAC
The Final Score (FS)given to each candidate is calculated using the following weighting formula for the various curricular dimensions, considering the average value, rounded to the nearest unit, of the scores attributed by each member of the jury to each dimension:
2 — Evaluation of the relative merit:
The ranking according to relative merit shall be sorted in descending order of the final score resulting from the evaluation of absolute merit on a scale of 0 to 100 points.
The lists of admitted and excluded candidates as well as the final score of the competition, after approval, shall be notified and published on LNEC's website in the Recrutamento page.
17 – Interview The appraisal mentioned in the previous section may be complemented by an interview, to obtain further information or clarification of the elements included in the candidates' curricula. Such interview will neither constitute a selection method nor will it be ranked.
18 – Additional comments Applicable Law The present competition is subject to the provisions of Decree-Law no. 124/99, Lei Geral do Trabalho em Funções Públicas (Labour Code in Public Functions) approved by Law no. 35/2014, in its current version, and additionally by Ministerial Order no. 233/2022.
