**Skills, knowledge, experience required**:

- Minimum 2 years' experience in managing services and projects;
- Experience in:

- Developing contracting vehicles to support dynamic sourcing or learning delivery;
- Developing Statements of Work (SoWs), Requests for Quote (RfQs), and Requests for Proposals (RfPs);
- Monitoring contractor performance and quality control processes;
- Gathering and documenting requirements in a multinational environment;
- Managing contractor and vendor relationships;
- Self-starter, customer-focused with the ability to work independently.

**Desirable**:

- Experience in:

- Working in military/technical environments, particularly in the fields of C4ISR and cyber learning;
- Managing vendor and supplier chains;
- Experience with:

- Oracle Enterprise Business Applications (EBA);
- Agile ways of working;
- Scrum;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including Allied Command Operations (ACO) and Allied Command Transformation (ACT).

**Duties/role**:

- Orchestrating the preparation and submission of SoWs, RfQs, and associated documents, contributing to source selection according to the defined procurement strategy, and following up on contractor on-boarding and support;
- Understanding and documenting NCI Academy requirements and needs, collecting data, delivering analysis, providing reports and problem resolution;
- Ensuring that realistic learning support sourcing plans and timelines are established and maintained with ACQ and that there is regular and accurate communication to internal and external entities involved in the process;
- Taking part in setting the quality and performance criteria and ensuring quality reviews occur on schedule and according to defined processes and procedure;
- Ensuring that project and/or contract deliverables are completed within agreed cost, schedule, scope, and quality, including management of any change requests using appropriate processes;
- Providing support to the Vendor Services Manager and taking appropriate action where work processes and timelines deviates from agreed levels;
- Putting in place the right resource management and ITIL principles, tools, processes, and resources (including funds) for the successful delivery and reporting of service delivery contracts across the NCI Academy;
- Monitoring and executing identified budgets, making sure the budget is used effectively and efficiently and that the creation of Purchase Requisitions through to the receipting and control of the time accounting for resources supporting delivery of the service are processed within Agency quality standards and timelines;
- Coordinating with enabling and/or supporting Organisational Units and services for the allocation of capacity needed to deliver the service including instructors both internal and external to the NCI Academy and commercial training providers;
- Tracking service metrics, under the guidance of NCI Academy Portfolio Management Branch, in order to maintain the agreed value to customer;
- Negotiating contracts, terms, and conditions with suppliers to secure favourable pricing, quality, and delivery terms;
- Building and maintaining strong relationships with learning design, development, and delivery suppliers to ensure consistent and reliable supply of services;
- Monitoring the supplier performance and conducting regular reviews to identify opportunities for improvement and risk mitigation;
- Deputizing for higher grade staff, if required;
- Performing other duties as may be required.
