Bolt is the leading European urban transport platform, active in ride-hailing, shared electric scooters and bikes, carsharing, food and grocery delivery.

We are looking for a Public Policy Manager to join Bolt's team and lead our regulatory efforts in Portugal.
You will be the key point of contact for local teams, protecting business investments working on legislation, regulation and stakeholder engagement at a national and local level, in close coordination with European business and policy teams.

**Your daily adventures will include**:

- Managing and mitigating of political, regulatory and legislative risk
- Designing and executing public affairs strategy including timely engagement with KPIs
- Comprehensive mapping of key stakeholders and establishing effective relationships with policy-making and regulatory stakeholders in target markets
- Message crafting and localisation
- Drafting of position papers, submissions, 'leave-behinds', consultation papers and oral advocacy materials, as required
- Providing effective representation of Bolt in meetings with stakeholders
- Taking ownership of the relationship with regulatory authorities
- Taking ownership of relationships with NGOs, civil society groups, users, commuters and safety organizations
- Representing Bolt in relevant industry associations
- Instructing and managing consultant public affairs agencies

**We are looking for**:

- At least 5 years of professional experience in a public affairs/ public policy capacity. You may not describe yourself as a lobbyist but you have worked in a professional capacity influencing and changing legislation, regulation and administrative procedures
- Experience of legislative and regulatory processes on a multi-jurisdictional basis
- While not a communications or PR role, an understanding of how political developments impact the media cycle, and vice versa, are required
- Demonstrable successes in public affairs
- The ability to work and create an advocacy agenda in accordance with a strategic governance framework
- Demonstrate Business acumen to underpin the commercial operations
- You are confident, articulate, organized and resilient
- Educated to degree level, likely with some postgraduate
- Good policy networks in some operational markets is an advantage; ability to develop networks a requirement
- Excellent Business standard written and spoken English. Fluency in Portuguese is a must. Additional languages are a distinct advantage
