**Who we are supporting**

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

**The program**

**Assistance and Advisory Service (AAS)**

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

**Role Background**

The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. The NCI Academy has been engaged by NATO Headquarters to execute a Defence Capacity Building project with the United Nations C4ISR Academy for Peace Operations (UNCAP). The goal of the UNCAP is to strengthen the capacity of uniformed signals and ICT personnel, through specialized training on key technologies, equipment and systems, as well as on UN procedures and operating environments. The project responds to identified shortfalls and proposes a range of activities along four main objectives: sharing existing NATO course material with the UN, tailored to their requirements and developing UN-specific courses; delivering train-the-trainer courses at the UNCAP in Entebbe; providing consultancy support to the UNCAP and mentoring its instructors; and supporting the development of a Virtual Instructor-Led Training (VILT) capability.

The NCI Academy is looking to outsource the execution and delivery management of the four project work packages. The service contractor will work closely with the NCI Academy Project Manager, Technical Lead, and the UNCAP project Manager. The work shall involve project task planning and resource allocation; execution of some work package tasks and coordination of other tasks; compilation, review and acceptance of some deliverables; and monitor, control, and reporting on the progress of the work packages.

**Role Duties and Responsibilities**
- Plan, monitor, control, and report on the UNCAP project work packages.
- Schedule, orchestrate and ensure completion of work packages deliverables (outputs
- and activities) with good quality.
- Actively manage risks and issues related to work package deliverables and collect
- lessons learned.
- Coordinate and ensure alignment with key NCI Academy and UNCAP stakeholders.

**Plan, monitor, control and report on the UNCAP project work packages**

**Scope**:

- Plan the execution of the project work packages together with the NCI Academy PM, NCI Academy Technical Lead, NCI Agency NATO Digital Workplace (NDW) technical lead, and the UNCAP PM and other relevant stakeholders. Actively monitor the progress of the work package execution versus the plan and inform when there are concerns.
- Report to the NCI Academy PM and the NCI Academy Technical lead or designated representative lead on the progress of the project and estimated percentage complete.
- Support project reporting to the SHAPE and NATO HQ stakeholders. Provide advice for the continuous improvement of the project and work package execution, the scope and the value added to meet the mission.
