**Special Terms and Conditions**:Due to the multinational aspect of NATO, part of the services in this SoW shall be delivered during national public holidays at the respective locations of performance.

The work shall involve TOPFAS training delivery to customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partner Nations. The course iterations delivery shall be conducted at the NCI Academy in Oeiras, and optionally at any of the NATO or National locations listed in Annex B.

**OBJECTIVE**
The main objectives of this statement of work can be summarized as follows:

- Successful delivery of TOPFAS training iterations at the NCI Academy in Oeiras, Live online and as Mobile Training Team events
- Successful adaptation and updating of TOPFAS training material in accordance with the latest version of TOPFAS system updates available at the NCI Academy in Oeiras.

**SCOPE OF WORK**

**_Training Courses_**

The portfolio of TOPFAS courses covered under this agreement are the following courses (which includes the supporting Course Control Documentation, course schedules, training materials and assessments), as defined in the NCI Academy Catalogue.
- A0265 - TOPFAS OPT for Users
- A0266 - TOPFAS SAT for Users
- A0267 - TOPFAS CAT for Users
- A0288 - TOPFAS Advanced User/Functional Manager

**PRACTICAL ARRANGEMENTS**
The work shall be conducted offsite (e.g. at the Contractor’s premises), with travel to the Purchaser’s site in Oeiras (Portugal), Brussels/Mons (Belgium) or The Hague (Netherlands), for the orientation and delivery of course iterations. Some course delivery may occur at NATO or National customer’s locations in a Mobile Training Team (MTT) format. Any travel under this Contract requires the prior coordination with and approval of the NCIA Project Manager.

**_Qualifications and Experience:_**
This work requires a TOPFAS instructor with the following qualifications and experience:

- Fluent in English and must be able to read and write technical and user documentation.
- Advanced knowledge of TOPFAS Version 6, including TOPFAS OMT, OPT, SAT and CAT.
- TOPFAS Trainer course qualification for SAT and OPT, and with in-depth experience of TOPFAS course delivery.
- Experience in delivery of TOPFAS CAT for User training (0267 course).
- Deep knowledge and experience of NATO's doctrine and standards relevant to Operations Planning.
- Knowledge and experience with NATO Command Structure and NATO Force Structure.
- Experience with development of technical documentation, training materials and instructional aids.
- Experience working in an International environment with Military and Civilian elements.

**_Desirable qualifications and experience_**
- Knowledge and experience of working with NCI Agency.
- Knowledge and experience of working with the NCI Academy.
- NATO CIS Technical Instructor or equivalent qualification.
- Experience in delivery of TOPFAS Functional manager training (0288 course).
- Experience in delivery of live online courses.
- Knowledge of and experience with other existing NATO C2 and Functional Services (INTEL FS, LOGFAS, NCOP etc.).
