You will be responsible to:

1. Engage in the implementation of the Health, Safety and Environmental Management and Sustainability programs and procedures to safeguard employees and surrounding communities, developing requirements, supporting implementation through training and communication and monitoring implementation through audit and inspection.
2. Conduct and support incident investigations and risk assessments.
3. Develop and maintain comprehensive knowledge and familiarity of regulatory and organization requirements and standards and work to ensure these requirements are fully implemented.
4. Study, review and lead the optimization of HSE Process safety, proposing and managing the implementation of best practice improvements.
5. Lead HSE process safety communications and engagement with internal and external stakeholders, advising and liaising as appropriate.
6. Promote a culture of continuous improvement and knowledge growth by sharing process safety knowledge and by leading a culture of learning that strives for process safety excellence.
7. Lead the coordination, implementation, support and maintenance of an effective management HSE Process Safety Management System at the site to assure and promote site compliance with all applicable legislation, policies and operating procedures, addressing deficiencies at a site strategic level.
8. Lead complex HSE Process Safety projects, engaging collaboratively across disciplines and functions.
9. Take a leading and strategic role in relationship building with the external authorities, regulators and community in relation to HSE Process Safety as required to support business needs.
10. Lead the evaluation of Safety and Environmental risks associated with New Process Introductions as well as modifications to existing Processes to determine the necessary controls required to ensure safety.
11. Lead technical assessments of new equipment and facilities utilizing recognised formal risk assessment methodologies as appropriate to the assessment e.g. Hazop, PHA, LoPA, etc.
12. Identify and assess Major Accident Scenarios as required under the Comah regulations and in line with company procedures.
13. Maintain and update Hazard Area Classifications.
14. Conduct Chemical Risk assessments.
15. Manage, verify and monitor site compliance with HSE Process Safety requirements and procedures, producing and presenting reports.
16. Manage accurate statistical data and records related to HSE Process Safety activities.
17. Propose and implement new technologies that support HSE Process Safety best practice.
18. Participate in the definition of yearly plans and KPIs for the area.
19. Lead the provision of relevant training in accordance with established training plans, proposing topics as appropriate and updating plans according to Hovione needs.
20. Provide best in class HSE technical expertise, sharing knowledge within the site to support and improvement of HSE awareness and encourage a culture of compliance.
21. Establish and lead the implementation of procedures and practices to maximise the effectiveness of the site emergency preparedness response.
22. Participate and lead as required, investigations into HSE events to identify appropriate corrective actions.
23. Identify and propose improvements to the HSE Management System in order to maintain compliance with legal requirements, best practice and the Hovione strategic plan.
24. Plan, lead and support internal audit programs to routinely verify the continuing effectiveness of the site HSE Management System.
25. Provide technical support to the operating and manufacturing operations to help resolve issues and determine best practice relating to site safety and environmental performance.
26. Provide an example of professionalism and lead the induction and training of new colleagues within the area.
27. Master HSE processes and tools.
28. Manage complex projects/ analysis with significant impact on business.
29. Make quality and timely decisions based on multiple sources of data.
30. Manage risk and uncertainty; anticipate and escalate roadblocks in order to prevent deviations to the goals.
31. Assure and promote compliance on Health, Safety, Environment and Sustainability, including the prevention of major accidents hazards, by exercising good governance and through the implementation of policy, procedures and training.
32. Execute professional activities in compliance with GMP and HSE guidelines, internal and external requirements as well as promote the implementation and maintenance of Hovione´s policies, systems and procedures (COPs, HBR, SOPs and others).

We are looking to recruit a Candidate:

1. University, or equivalent, qualification in Chemistry, Engineering, Science or similar scientific field (mandatory).
2. Masters' degree in HSE Process Safety or equivalent (mandatory).
3. Professional Certificate in Occupational Health and Safety at work (desired).
4. Professional Certificate in Industrial Safety VI (mandatory in Portugal and desired in other countries).
5. Typically requires 5-8 years of relevant experience in a manufacturing operations environment with exposure to process chemical safety (mandatory).
6. Ability to lead as Chair Technical Risk Assessments such as HAZOP and LOPA (mandatory).
7. Experience in conducting New Process Introductions and proven competency and significant experience of Technical Risk Assessments.
8. Advanced knowledge of the HSE disciplines with the ability to solve complex problems and lead complex projects.
9. Ability to address management system and/or technical deficiencies within their area of expertise at a site strategic level.
10. Must have the Knowledge, Experience and Skills to ensure that the requirements necessary for the Control of Major Accident Hazards are being fully implemented.
11. Fluency in English (mandatory).
12. Computer literate with good working knowledge of the MS Office package.
