Human Resources Specialist

The Air Force Institute Of Technology seeks a highly skilled Human Resources Officer to administer appointing and associated authorities on behalf of the Commander. The ideal candidate will provide comprehensive advice on human resource management functions to leadership, key managers, and supervisors.
Key Responsibilities- Administer appointing and associated authorities on behalf of the Commander.
- Provide comprehensive advice on human resource management functions to leadership, key managers, and supervisors.
- Integrate program objectives of civilian personnel administration with allied and related programs.
- Manage the office and direct the staff of the Civilian Personnel Section.
To qualify, applicants must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
Applicants must have at least one year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include administering appointing and associated authorities on behalf of leadership, providing comprehensive advice on human resource management functions, and integrating program objectives.
Federal Time-in-Grade (TIG) requirement for General Schedule (GS) positions applies. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
Knowledge, Skills, and Abilities (KSAs) will be evaluated on the basis of the following areas:
- Knowledge of federal civilian personnel management concepts, laws, rules, and regulations.
- Knowledge of civilian pay budget policies and procedures.
- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Skill in analyzing workforce data to provide recommendations for improving the human resource management program.
- Skill in written and oral communication to present issues and recommendations.
- Ability to lead, manage, and supervise a small staff.
- Ability to manage a human resource office.
