HSSE Manager for Complex Container Terminal Projects

The Port of Barcelona's Muelle Sur Container Terminal, owned by APM Terminals, boasts an impressive annual throughput capacity of 1,560,000 TEU. To cater to the growing demand and handle the largest container ships in service, APM Terminals is committed to significant investments in upgrading terminal infrastructure and container handling equipment over the coming years.
Apart from this commitment, APM Terminals Project Execution has initiated a multi-year project focused on civil & electrical engineering deliverables, including quay wall, land side rail beam, and furniture upgrades. This project demands simultaneous operations involving multi-shift, marine, and land construction works around operational berths within a busy port area, proximate to cruise terminals.
The HSSE Manager plays a pivotal role in ensuring strict adherence to APM Terminals' Health, Safety, Security, and Environmental (HSSE) policies and practices throughout the project lifecycle, from mobilization to Go-Live. Key responsibilities include:
- Providing a safe, healthy, and secure project environment that fosters a culture of safety excellence.
- Ensuring compliance with all relevant HSSE legal and contractual requirements.
- Embedding risk management across the project, terminal, contractor, and supplier teams.
Principal Accountabilities and Responsibilities
Accountabilities HSSE StrategyThe HSSE Manager will develop the project HSSE vision and strategy, setting goals, targets, and objectives for the project's lifetime. Additionally, they will ensure proactive identification, management, and reporting of project HSSE risks and opportunities.
HSSE CultureThis role creates, exemplifies, and supports a strong and proactive health and safety culture, promoting continual improvement. The manager ensures that incidents are captured, investigated, and lessons learned are shared within the organization.
HSSE Compliance & AssuranceThe HSSE Manager will ensure that the project and its supply chain understand and perform their roles and responsibilities regarding HSSE. They will also support the effective application of review of construction methodology changes, risk management process, project KPI management and reporting, and document management process.
CRITICAL QUALIFICATIONS/EXPERIENCE/SKILLSRequired qualifications include an academic or higher vocational degree and certification in health and safety. Alternatively, a technical education with additional high-quality HSSE training is acceptable. Project management qualification/certification such as PMP, PMQ is preferred. Minimum 5 years of experience in setting strategy, implementing processes, and directing and monitoring HSSE performance on major projects is necessary.
Significant experience in the construction marine sector and in the container terminal industry is required. Relevant project professional experience, such as project management, stakeholder management, risk management, project controls, communication, and experience of Spanish regulatory HSSE framework, processes, and practices is essential.
We estimate the salary for this position to be approximately €80,000 - €100,000 per annum, depending on qualifications and experience.
