About the Agency eu-LISA supports the implementation of the EU’s Justice and Home Affairs policies by managing large-scale IT systems. Location The position is located in Strasbourg, France or Tallinn, Estonia. Relocation is required.  About the Job As part of the Procurement and Contract Management Unit (PCU), you will manage the Agency’s procurement and contracts, ensuring the efficient and compliant sourcing of goods, services, and works to support eu-LISA’s operations and service delivery. As a Procurement Specialist, you will manage the end-to-end procurement and contract process—planning, tendering, negotiating, and monitoring contracts—while collaborating with operational teams to ensure obligations are met. You will maintain proper documentation, ensure compliance with EU and eu-LISA financial rules, and support sound financial management across all procurement activities. What are Your tasks:  Support the planning, implementation, and monitoring of procurement and contract activities according to applicable rules. Prepare procurement documents, including technical specifications, evaluation forms, and administrative materials. Assist in the evaluation process by coordinating activities, providing advice, and drafting documents. Advise operational units on procurement rules, best practices, and contract management. Draft and review contracts in line with EU rules and case law. Monitor contract implementation to ensure compliance and address any issues. Contribute to improving procurement and contract management procedures, processes, and tools. Maintain proper documentation, filing, and reporting of procurement activities. Stay up to date with EU legislation, case law, and best practices, integrating them into eu-LISA processes. What is required of your profile: At least 3 years of professional experience and the ability to perform the duties in the areas described under “Your tasks” Completed university studies of at least 3 years.  Proven skills in procurement and contract management, including contract drafting, document preparation, compliance monitoring, and applying EU rules. You are a collaborative and adaptable professional, with strong communication skills, and the capacity to manage tasks efficiently. Excellent command of written and spoken English (at least C1  level). What eu-LISA offers  (detailed information here basic salary, including a 14% cost-of-living adjustment for France and a 16% expatriate allowance for non-French nationals living outside of France: €6,600 (more than 2 years of experience) basic salary, including a 16% expatriate allowance for non-Estonian nationals living outside of Estonia: €5,400 (more than 2 years of experience) Your salary may be further enhanced through additional allowances tailored to your family situation.
