POSITION SCOPE


To provide advice and support to Line Management to enable them to meet the company's legal duty of care to its employees, contractors and visitors to assure a safe working environment.

The Health & Safety Manager is responsible for the safety programs, working closely with corporate and plant personnel to maximize overall efficiency and effectiveness of the safety and health efforts.

The position of Health, Safety and Security Manager reports directly to the EHS Regional Manager and dotted line to the Plant Manager.

The position has the responsibility to lead the implementation and evaluation of critical safety procedures to achieve goals, objectives, and continuous improvement related to compliance as well as injury reduction along with maintaining ISO 45001 certification and the associated requirements.


DETAILED ROLES & RESPONSIBILITIES

  • Manage and facilitate compliance with all relevant legislation and applicable consensus standards.
  • Ensure compliance with ASR Group health, safety and security procedures and policies.
  • Define site vision for safety and align plant safety goals to meet the plant and corporate business objectives.
  • Implement, manage and monitor all corporate security, safety and health programs and processes across the plant.
  • Focus on behavior, workplace conditions & effective procedures; promote a positive H&S culture with accountability thru the organization.
  • Propose updates and assist with the effective development and implementation of corporate and plant level H&S policies.
  • Be proactive and committed to continuous improvement by supporting all related activities giving support thru H&S knowledge.
  • Liaise with external H&S agencies and maintain current knowledge of legal requirements to communicate to the organization.
  • Manage fire protection and H&S associated maintenance contracts.
  • Manage the fire systems (by rectifying defects, maintaining equipment, budgets, relevant testing) and records to ensure compliance.
  • Ensure the appropriate H&S training is given to all employees, as necessary, including H&S orientation with new contractors.
  • Lead employee engagement efforts and act as a primary driver to increase H&S visibility and awareness at the plant.
  • Provide regular status reports regarding the safety program and metrics to the Regional EHS Manager and the Refinery Manager.
  • Provide advice on the legal requirements for H&S and auditing compliance when necessary.
  • Participate in area network meetings and discussions to advise on health & safety.
  • Coordinate and lead EHS Committees with the Environmental Manager and ensure the frequency of the meetings.
  • Consult external bodies for H&S advice as necessary.
  • Arrange regular auditing according to the H&S management system.
  • Assist in site audits/inspections with external bodies (i.e., DRLVT, ACT, Insurers, fire brigades, fire officer ANPC).
  • Assist IS/IT by providing user and programming support for incident investigation, injury reporting & fire training.
  • Be actively involved and provide approval on design / project activities of Capex Projects and other changes as part of the Management of Change process regarding H&S issues.
  • Review and improve on a yearly basis the safety program by implementing key activities to drive injury rates down.
  • Conduct risk assessment, auditing and gap analysis as required to identify risks and gaps and make recommendations for improvement and sustainability of the safety program.
  • Improve and ensure compliance of Health & Safety Absolutes such as PPE, Fall Protection, LOTO, Powered Industrial Truck Program and Confined Space Entries sitewide.
  • Comply with all the standards, policies and requirements of Quality, Food Safety and Food Defense.
  • Support other relevant leadership roles in developing and promoting a culture of excellence in terms of Quality, Environment and Safety among their teams
  • Guarantee the production of products with Quality, Food Safety and Authenticity.
  • Promoting the Culture of Quality, Food Safety, Occupational Safety, Environment Sustainability, ensuring compliance with product and process requirements.
  • Sharing of programs and knowledge with EHS peers through monthly team meetings, Toolbox Talk creations, and Hot Sheets creation and responses.
