**Who we are supporting**

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

**The program**

**Assistance and Advisory Service (AAS)**

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

**Role Background**

The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training, on a variety of hardware and software systems, to the NATO Command Structure (NCS). The Supreme Headquarters Allied Command Europe (SHAPE) funds a service, the Education and Individual Training (E&IT) Availability and Maintenance service, which includes: instructor availability, training and certification on courses; maintenance and update of course materials; certification of courses; and operations and maintenance of the Academy Learning Environment used to deliver the NATO-required courses.

The NCI Academy is looking to outsource the project management of this service. The service contractor will provide his/her service closely with the NCI Academy Project Executive and service owner, the Training Operations Branch and Section Heads, the Business Management teams, other Academy project managers and the Quality Assurance team. The service shall involve project planning (tasks, resources and budget); monitor, control and reporting related to the progress of service tasks and budget; to the training operations targets, and to risks and issues; and use of the project management tool set. The service shall be primarily conducted at the NCI Academy in Oeiras, but may involve some travel to other NATO and NCI Agency elements.

**Role Duties and Responsibilities**

The main objectives of this statement of work can be summarized as follows:

- Plan, manage, monitor, control, and report on the Availability and Maintenance (A&M)
- service (scope, budget, schedule, quality).
- Schedule, prepare, and support the execution of a monthly Academy Training Operations review and identify continuous improvement actions.
- Actively manage risks, issues and actions related to service delivery and targets achievement, and collect lessons learned.
- Coordinate and ensure alignment with key NCI Academy, NCI Agency, and SHAPE stakeholders Support the annual curriculum review and the 2025 service description and service rate calculation and finalization of the 2025 Centralised Service Level Agreement (CSLA).

**Plan, manage, monitor, control and report on the A&M service**

**Scope**:

- Plan/replan the project work packages, tasks and resources together with the NCI Academy Deputy Dean, Branch Heads, and other relevant stakeholders (e.g. QA, Business Planning, Learning Design and Development) using the NCI Agency ServiceNow tool.
- Actively monitor and approve the consumption of resources and progress of the work
- package execution versus the plan, inform when there are concerns (exceptions, risks and issues) and replan when necessary (e.g. additional work, additional travel, etc.).
