GIS User Training Training Development Iterative approach using sprints Required Security Clearance: NATO SECRET INTRODUCTIONThe NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. In the light of these activities, the NCI Academy is looking to outsource the delivery of name of the course training, as well as the development and updates of the training materials, the management of course iterations and to provide SME support to NATO and National HQ as required. The contractor shall make available personnel capable of providing the services specified in this Statement of Work (SoW). The intent is to obtain the services of appropriate subject matter experts who can deliver training and update training materials. The work shall involve Core GIS User training delivery, iteration management, courseware development and maintenance. Course iteration delivery shall be conducted at the NCI Academy in Oeiras. OBJECTIVEThe main objectives of this statement of work can be summarized as follows: Successful delivery of Core GIS training iterations at the NCI Academy in Oeiras. These iterations will include delivery of different Core GIS courses as a lead instructor throughout the year. In addition to training delivery, optional deliverables are provided to allow for the continual maintenance of courseware and training materials following the successful delivery of an Iteration. SCOPE OF WORK Course Delivery The training delivery shall be carried out at the NCI Academy in Oeiras, Portugal. The portfolio of Core GIS User courses covered under this agreement includes the following courses (which includes the supporting Course Control Documentation, course schedules, training materials, and assessments) as defined in the NCI Academy Catalogue. Training Material update Core GIS training materials (course handbook, worksheets, lesson plans, and PowerPoint presentations) shall be updated by the contractor to reflect incremental changes in the Core GIS program due to the release of new versions/updates. Additional content shall be developed to cover new functionalities or operational procedures introduced with these updates. Coordination with the Core GIS team in the JISR Centre will be necessary to facilitate timely updates. Core GIS Course Adaptation Review course content to ensure it aligns with significant changes in the Performance Objectives, as well as the Enabling and Learning Objectives. This may necessitate a major reorganization of course modules and the associated lesson schedule including a review of the Course Control Documents. SKILL, KNOWLEDGE & EXPERIENCEThis work requires an experienced instructor with a proven history of delivering training on all user facing components of NATO's Core GIS program. The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract. At least 5 years' experience working with the full DOTMLPFI aspects of the CoreGIS program, particularly the Core GIS CONOPs and SOPs, and how these considerations affect the diverse training audience. At least 5 years' hands-on experience in and knowledge of operating a CoreGIS Cartographic Workshop (CWS) in support of operations and exercises in a NATO context. Fluent in English and must be able to read and write technical and user documentation. At least 5 years' experience in updating and creating training content and courseware that adheres to NATO standards as defined in Bi-Strategic Command Directive (Bi-SC Directive Desirable qualifications and experience Technically competent in both CoreGIS Desktop and server components. Knowledge and experience of working with NCI Agency. Knowledge and experience of working with the NCI Academy. At least 3 years' experience in delivery of existing NCI Academy Core GIS curriculum. NATO CIS Technical Instructor or equivalent qualification. Knowledge of modern education technologies (e.g. electronic whiteboards, training videos) and authoring tools. Experience with development of technical documentation, training materials and instructional aids. Experience working in an International environment with Military and Civilian elements. Language Proficiency Level 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking (3); Reading (3); and Writing (3) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level).
