**Skills, knowledge, experience required**:

- A minimum requirement of a Bachelor's degree at a nationally recognized/certified University in a related discipline and 3 years post-related experience;
- 3 recent years of experience in supervision of permanent or project-oriented organizational teams;
- Experience in:

- Project Management in CIS service organization;
- Planning of service levels, service continuity and customer relations;
- High level of organizational and coordination skills;
- Excellent communication skills, both written and oral.

**Desirable**:

- Background in CIS support and/or maintenance with a good understanding of CIS systems and associated non-CIS equipment;
- Experience in:

- NATO CIS systems and Services;
- Policy, procedures and organization of C4ISR within NATO, and knowledge of and experience on project assessment methods and submission procedures within NATO;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Training and experience in Agile Project Management methodologies;
- Knowledge of:

- Project development for CIS in NATO, specifically Capability Packages (CP);
- NATO responsibilities and organization, including ACO and ACT;
- ITIL Foundation Certificate;
**Duties/role**:

- Assisting customers and requirement holders in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility;
- Being responsible for the definition, approach, facilitation and satisfactory completion of the assigned projects, adopting Waterfall or Agile methodologies as adequate;
- Providing effective leadership to the project team, including third parties, contractors and vendors when applicable;
- Directing, coordinating and supervising all activities of assigned resources in the frame of Plans & Projects, Requirements Management and Service Management;
- Ensuring that realistic project plans are created and maintained, and delivers regular and accurate communication to stakeholders;
- Managing the change control process and assesses and manages risks;
- Ensuring project and product quality reviews occur on schedule and according to procedure;
- Monitoring costs, schedules, quality and resources used and taking action where performance deviates from agreed tolerances;
- Providing technical and policy advice in the areas of the Communications and Information Systems (CIS) used in the training environment of the NCIA Academy, and to other NCIA elements as appropriate;
- Assessing service demand and advices on emerging requirements, initiates technical, cost and resources assessment, directs development of local deployment schedules, plans and projects for service transition;
- Leading development of resource requirements for the projects assigned to the section and provides guidance for their defense through the various levels of the NATO screening and approval process;
- Directing, coordinating and supervising all activities of assigned financial resources;
- Directing all aspects of managing new requirements into service including producing price proposals, acquisition, asset management and project management;
- Deputizing for the Section Head and higher-grade staff if required.
