**Location**: Oeiras, Portugal **Security Clearance**: NATO Secret **Reference No**: C002197 / Oeiras **Skills, knowledge, experience required**: - Master's degree at a nationally recognised/certified University in a related discipline and 5 years of post-related experience; - OR Bachelor's degree with 8 years of post-related experience; - Broad experience in managing learning/training and professional development activities for a large organization; - Extensive skills in analysing data and information as input for the formulation of strategic plans, monitoring progress towards goals, and calibrating programs; - Experience in: - Establishing, developing and maintaining productive relationship with key stakeholders; - Leading, managing and coordinating geographically disbursed and virtual teams; - Proven ability to communicate effectively orally and in writing with good briefing skills; - Demonstrated skills in using Microsoft Office suite, including MS Excel, MS Word, MS PowerPoint, MS SharePoint. **Desirable**: - Experience in: - Working, maintaining and/or developing Learning Management Systems; - Managing instructional design, academic planning and programmes in a tertiary / vocational / corporate environment; - Prior experience in a "corporate university" construct; - Ability in data and information management and analysis; - Prior experience of working in an international environment comprising both military and civilian elements. **Duties/role**: - Being responsible for the provision of all learning and professional development services to the NCIA staff; - Developing the organization's educational process and improving all NCIA learning coherence through learning opportunities plus provision of capacity for knowledge transfer, retention and lessons learned therein; - Overseeing and supporting the NCIA Corporate Academy Core Team, exercising general supervision, ensuring the effective utilization of assigned personnel and allocated resources; - Supervising the requisition, receipt and execution of the budget required for the provision of learning and professional development services; - Staying abreast with and participate in the development of current and future plans and projects related to continuous organizational learning; - Engaging with external training suppliers, experts and key stakeholders; - Giving briefings and presentations; writing and/or review papers and articles; presenting, reporting and evaluating findings based on training data as required; - Ensuring continuous improvement and maintaining state of the art competencies Agency staff, recommending required training and team's skills improvements; - Performing other duties as may be required.
