**Skills, knowledge, experience required**:
- A Bachelor's Degree at a nationally recognised/certified university in a relevant field (e.g. business administration, management, human resources, education) with minimum 5 years’ post-related experience in a training and development role for a large organization;
- Broad experience in planning and execution of effective learning/training and professional development activities for a large organization;
- Proven experience in:
- Leading complex projects from start to finish;
- Establishment and upkeep of professions' training plans, with regards to the development of learning paths to support professional skills and competencies development;
- Demonstrated ability of working with an array of learning providers;
- Extensive skills in analysing data and information as input for the formulation of training and development plans, monitoring progress towards goals, and calibrating programs;
- Experience in:
- Establishing, developing, and maintaining a productive relationship with key stakeholders within an organisation (Profession Heads and requirements holders);
- Managing and coordinating geographically disbursed and virtual teams;
- Ability to implement change management needs through learning;
- Demonstrated skills in MS Office suite, including MS Excel, MS Word, MS PowerPoint, and MS SharePoint;
- Familiarity with e-learning platforms and tools;
- Excellent communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels of the organization;
- Proven ability to communicate effectively orally and in writing with good briefing skills.
**Duties/role**:
- Developing and implementing an integrated Agency-wide learning plan that is fully aligned with the Agency mission objectives, strategic goals, and workforce development needs;
- Coordinating and centralizing ongoing stakeholders' information and follow-ups from all entry points to ensure continuous response to business needs;
- Leading the outsourcing of all learning and professional development services to the NCIA staff;
- Developing the organization's educational process and managing and implementing the Agency's transformation and change efforts through learning opportunities plus providing capacity for a knowledge transfer, retention, and lessons learned therein;
- Supporting the professionalization of the Agency's workforce by providing expertise to the Functional Areas and Profession Heads in the establishment and upkeep of their professions' training plans, with regards to training needs analysis (TNA) and the development of learning paths to support professional skills and competencies development;
- Maintaining accurate training records and providing regular reports on training initiatives to the Leadership team;
- Ensuring compliance with all relevant regulations and standards related to training and professional development;
- Contributing to the creation and improvement of operating processes and best practices;
- Representing the NCIA Corporate Academy in meetings and learning working groups, including Professionalization, discussing issues related to staff learning;
- Staying abreast with and participating in the development of current and future plans and projects related to continuous organizational learning;
- Engaging with external training suppliers, Subject Matter Experts, and key stakeholders;
- Ensuring the continuous analysis and assessment of the smart sourced providers immediately post the learning and at various stages afterwards to ensure relevance and impact in coordination with the NCI Academy CI and Quality Branch;
- Providing briefings and presentations, writing and/or reviewing papers and articles, presenting, reporting, and evaluating findings based on training data as required;
- Ensuring continuous improvement and maintaining state-of-the-art competencies Agency staff, recommending required training and team's skills improvements;
- Deputizing for higher grade staff, if required;
- Performing other duties as may be required.
